I have turned on monetization for my track and I see a notification "This track is enabled for monetization, but is not yet monetizing."

Quite simply, you have not reached the play/like/repost threshold to become eligible. You have offered for monetization but soundcloud has not extended the offer yet. When your track becomes popular enough they will. Remember, you make money when soundcloud makes money. And soundcloud makes money by you bringing in listeners!
