Check to see if IP range blocked?

I've seen a few posts here related to and getting 500 internal server errors on some machines and not others. We are seeing the same behavior.

A call like:
curl -v "" will return the users profile on some machines but not others.

On machines where it does not work we always get:

< HTTP/1.1 500 Internal Server Error
< Content-Type: text/html
< Transfer-Encoding: chunked
< Connection: keep-alive
< Date: Sat, 30 Mar 2019 21:04:28 GMT
< Cache-Control: no-cache
< Server: am/2
< X-Cache: Error from cloudfront
< Via: 1.1 (CloudFront)
< X-Amz-Cf-Id: wLbkBOoU947TCHEeLYy1Wr-evOE8YxiZUmP_tAeh7mgq01BcKMm1vg==

500 Server Error

An internal server error occured.

The range affected seems to be I don't believe we are exceeding rate limits, but if we are should we not get a 429? I'm thinking this is not the case as the same client id works on different networks. Is there anyway to unblock this range if it is blocked.

Thank you
