Track taken down for copyright... dispute rejected twice.

Hello. I tried to upload a track last night but it was taken down twice by SoundCloud’s automatic copyright infringement system. The beat I used was found on YouTube and features a female singers vocals for the hook. I purchased the lease and have all licensing rights to upload it on SoundCloud or any streaming service for non profit use. I tried to make a dispute but it was rejected twice. I don’t know what to do. The detection system stated that a guy already has uploaded a song with the same beat and vocals, however the songs are different. I don’t even know if the guy who uploaded his song with the same beats even has permission or rights to post the track himself, as he doesn’t have much plays or followers. Is there anyway I can get SoundCloud to allow me to upload this song? I have the full rights to do so. It’s upsetting that I paid money for this beat and still can’t use it.....
