How can I be certain that a cover song found under "commercial use" and licensed with a CC-license is okay to use for further work?

I've noticed there are a lot of cover songs on soundcloud for "commercial use" and licensed under CC-license. How can I be certain that soundcloud has checked if the original songs are open for creative use, such as making a cover or a remix?
