The free account comes with 3 hours of upload time, total. You must get a pro membership to earn more upload time.
There are some distribution services that can get you unlimited upload time on SoundCloud, because they partnered with them. Maybe you can look around for one of those services :)
But yeah, I think it would be cool if SoundCloud made the quota be yearly or something, but as of right now you must upgrade your account.
